Supervisory Management Analyst

Summary This position is located in the Administrative Department, at the Elko Service Unit, in Elko, NV.
The purpose of this position is to perform a variety of complex management analysis assignments where the employee applies qualitative and quantitative methods to the analysis and evaluation of administrative operations, organizations, and management practices to determine efficiency and effectiveness.

Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
Reviews, evaluates, formulates, and recommends policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
Compiles data and prepares complex administrative and management reports.
Assign work to subordinates based on priorities; evaluate work performance of subordinates; find ways to improve production or increase quality of the work directed; and develop performance standards.
Serves as Emergency Management Incident Management Commander and has overall responsibility for coordinating all emergency and/or disaster incident(s) by establishing objectives, planning strategies, and implementing response tactics.

MINIMUM QUALIFICATIONS, GS-0343-13:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Evaluating, identifying, and proposing potential solutions to complex administrative challenges, developing policies and procedures aimed at improving efficiency and accuracy in internal processes, designing and conducting studies by compiling relevant data to support decision-making, and reviewing policies and procedures to ensure alignment with policies and procedures established at similar and higher levels within the Health and Human Services.
Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.
This credited service can be used in determining the rate at which they earn annual leave.
This position has no promotion potential.
